For more than 80 years, North Carolina 4-H camps and centers have provided youth from Murphy to Manteo with meaningful life lessons and unforgettable experiences. 4-H camps strengthen the foundations of the diverse communities we serve, while promoting healthy lifestyles and fostering a sense of social responsibility in future generations.

4-H offers three residential camps across the state:
  • Betsy-Jeff Penn 4-H Educational Center (Reidsville)
  • Eastern 4-H Center (Columbia)
  • Millstone 4-H Camp (Ellerbe)

North Carolina 4-H camps have a rich history of providing educational programming to thousands of youth through hands-on, experiential learning. Camp offerings include a range of physical fitness and recreational adventures like archery, canoeing and environmental exploration, as well as character-building activities that focus on teambuilding, resource management and STEM studies.

Our professionals strive “to make the best better,” encouraging 4-H campers to achieve their full potential through their Head, Heart, Health and Hands. Each 4-H center is managed by a full-time director and supported by program directors, facility maintenance supervisors, food service supervisors and seasonal team members dedicated to providing safe and exceptional facilities, programs and services for our youth.

All North Carolina 4-H camps and centers are operated through NC State Extension, the largest non-formal educational outreach unit in the UNC System. NC State Extension transforms science into everyday solutions and grows North Carolina through educational programs and partnerships focused on agriculture and food, health and nutrition, and youth development.

Essential Job Duties

The Program Director is expected to direct/manage the full summer camp program. The incumbent will be responsible for the development and management of programs during Fall, Winter, and Spring each year. The incumbent will also assist in the overall operation of the facility. The main responsibilities of the position include, but are not limited to:

Staff Development:
  • Coordinate the recruiting and hiring of seasonal program staff for both summer camp and conferencing.
  • Provide leadership for orientation, pre-service and in-service training for program staff and general staff development activities for program staff under his/her supervision.
  • Provide on-going supervision, support and evaluation to the program staff through regular staff meetings and individual conferences.
  • Develop schedules and assignments for program staff taking into consideration both direct program responsibilities and responsibilities to maintain facilities and equipment.
  • Assist with coordinating food service staff schedules.
  • Provide training sessions for group leaders, agents and volunteers in areas related to program leadership and expertise and in general support of the 4-H program.
  • Provide support to training staff for other programs of the center and the statewide camping program.
  • Responsible for seasonal payroll information, including enrollment and bi-weekly submission of payroll.

Program Design and Management:
  • Provide leadership for the development of age-appropriate programs. North Carolina  Cooperative Extension, Department of 4-H Youth Development and the American Camp Association guidelines to be utilized.
  • Full responsibility for all summer camp programs.
  • Coordinate and provide leadership for the development of new programs.
  • Work with Food Service and Maintenance staff to provide for special facility and support needs of summer campers and user groups participating in programs under individual’s leadership.
  • Provide an effective means for evaluating and reporting on outcomes of the programs under his/her leadership.
  • Provide input in the development of annual budget for programs under their leadership and operate programs within budget parameters adjusting budget to actual income.
  • Serve as group leader and/or instructor when needed and scheduling allows.
  • Assist in the development, and update on a regular basis, a risk management plan that addresses risks associated with program areas under their leadership and institute necessary actions to manage risk within the program areas.
  • Acquire and maintain equipment necessary for program areas assigned within established budgets.
  • Assist with coordinating and managing conference groups.
  • Oversee maintenance of high and low ropes courses. Including Annual inspection of the course.

Program Marketing and User Support:
  • Provide assistance for the development of an annual marketing plan including brochures and information pieces that accurately reflect the programs of Millstone 4-H Camp.
  • Serve as the primary contact for users groups programmatic needs, answer questions and provide support.
  • Schedule and provide site visits with group leaders and/or parents to further explain the program or to help in the marketing and design process.
  • Assist with the design, and staff visual displays that assist the public and internal audiences to fully understand the program areas for which leadership was given.
  • Keep an updated marketing slide show and/or video that accurately reflects the camp’s programs under the individual’s leadership.
  • Develop and utilize approved social media channels to promote the camp and communicate with staff.

Center, Program and Resource Development Support:
  • Assist with fund raising for the general support of the Millstone 4-H Educational Center and its programs.
  • Provide support to the Camp Advisory Council and committees related to program areas under his/her leadership.
  • Assist in overall marketing efforts to support the camp.

Other Responsibilities:
  • Meet with users and supporters of the Camp when called upon to communicate Camp’s mission.
  • Serve on the Camp’s administrative leadership team to identify and solve multi-departmental problems and identify needs.
  • Develop liaisons with organizations in areas that can benefit the camp.
  • Utilize the American Camp Association to the fullest extent possible.
  • Provide support as an instructor or group contact for programs other than those for which leadership is given when needed and scheduling allows.
  • Assist in maintaining American Camp Association accreditation.
  • Provide supervisory role for conference groups including managing conference staff and set-ups.
  • Other duties as assigned by supervisor.

Minimum Education and Experience

  • Bachelor’s degree in related field with at least 3 years of relevant professional experience.

  • Organization, word processing/data management, and personnel hiring and management skills are necessary.
  • Ability to work effectively with and through others. 
  • High degree of flexibly and motivation
  • Ability to work independently.

Preferred Qualifications

  • Training or experience with: summer camp, experience in working with conference groups, and/or experiential education desired.
