Essential Job Duties
The Assistant Director of HR Operations, reporting to the Director of Facilities Human Resources, plays a vital role in managing various HR operational functions and staff. Responsibilities include hiring, timekeeping, payroll, leave administration, records management, performance management, benefits, process documentation, and position & salary management. This role requires a strong background in HR operations with a focus on process efficiency and compliance. Key duties and responsibilities include, but are not limited to:
- Oversee HR functions such as hiring, timekeeping, payroll, leave administration, records administration, performance management, benefits, process documentation, and position & salary management.
- Assess the needs of the work unit or project, identify gaps, and recommend procedural, workflow, and work assignment changes to enhance efficiency and effectiveness.
- Develop, maintain, and update HR process documentation and procedures, ensuring compliance with relevant laws and university regulations.
- Serve as an advanced HR consultant and expert, interpreting and conveying university and division HR best practices to support employees, managers, and leaders with specialized HR operational needs.
- Act as the primary unit affirmative action officer, overseeing hiring actions, position postings, hiring proposals, and classification and compensation revisions for compliance with university policy and best practices.
- Oversee timekeeping and leave administration responsibilities, liaising with University Human Resources for issue resolution and ensuring policy compliance.
- Manage electronic personnel records administration, ensuring data accuracy, confidentiality, and adherence to the university’s records retention policies and guidelines.
- Support the annual performance management process, ensuring timely goal setting, performance reviews, and feedback, while monitoring and analyzing performance metrics and trends.
- Collaborate with the University Benefits team (and benefits providers, if appropriate), ensuring effective communication and compliance, and assisting employees with benefit-related inquiries and issues.
Other Responsibilities
- Apply, communicate, and promote HR procedural best practices to support the Facilities Division and the University in achieving goals and objectives.
- Adapt HR procedures to address changing situations, needs, and deadlines.
- Develop and maintain productive and collaborative relationships, assessing and responding to client needs.
- Make decisions within policy guidelines, communicate policies, procedures, and guidelines, evaluate patterns, and recommend options.
- Maintain confidentiality of all information.
- Generate reports and spreadsheets using PeopleSoft, AiM, and People Admin, and report on employee information using various systems.
- Serve as the primary unit affirmative action officer for all hiring actions, ensuring compliance with university policy and best practices.
- Oversee timekeeping and leave administration, ensuring proper leave entry and liaising with University Human Resources for issue resolution.
- Manage electronic personnel records administration, ensuring data accuracy and confidentiality.
- Support the annual performance management process, ensuring timely goal setting, performance reviews, and feedback.
- Collaborate with the University Benefits team, ensuring effective communication and compliance, and assisting employees with benefit-related inquiries and issues.
Minimum Education and Experience
Graduation from a four-year college or university and two years of progressively responsible experience analyzing, interpreting, applying, communicating and promoting HR best practices in the context of organizational goals and objectives; or an equivalent combination of training and experience. Degrees must be from appropriately accredited institutions.
Other Required Qualifications
- Proven experience in HR operations and management, with a strong understanding of HR best practices.
- Thorough knowledge of labor laws and payroll regulations.
- Excellent organizational and project management skills.
- Strong analytical and problem-solving abilities.
- Ability to maintain confidentiality and handle sensitive information with discretion.
- Proficiency with HRIM software.
Preferred Qualifications
- Experience working within a HR university setting
Required License(s) or Certification(s)
- PHR or SHRM certification preferred but not required.
Valid NC Driver's License required
